Carlos has extensive hands-on international experience acquired by the set up of close to fifty Open Data projects and initiatives all around the world, including continuous advisory services for the Spanish Open Data initiative. For the last six years, he has been helping governments and other organisations to engage in initiatives to release their data, addressing technical, organisational and legal factors, amongst others. He has participated in the development of pioneering Open Data methodologies and has conducted diverse research studies such as Open Data readiness assessments, the Open Data Barometer and the Open Data in Developing Countries study.

Carlos is also an active participant at several global communities related to Open Government, Open Data and the Web, such as the World Wide Web Consortium, the Open Knowledge Foundation, the World Bank community of expert consultants, the OGP Open Data working group or the ISA programme for interoperability solutions at the European level.

In addition to this, he has more than ten years of previous experience planning and developing research, consultancy, education and outreach projects devoted to help governments make better use of the Web and Internet in fields such as Open Government, Open Data, Web Accessibility, Mobile Web, Device Independence, W3C Standards and the Semantic Web.
